政府视角下长江中游城市群的培育与建设  

The Organization Mechanism and Model of Urban Agglomeration in the Perspective of Government—A Case Study of the Middle Reaches of the Yangtze River

摘　　要：运用城市—区域、城市群发展理论以及区域主义、新区域主义研究方法,通过多层级政府的行为分析考察了空间规划政策、开发区建设、政府合作网络和节点城市发展等制度性因素在长江中游城市群发展中的组织机制与模式。研究发现:(1)政府频繁出台各类区域规划,引导区域再层域化和城市群新经济空间的建构,并通过设立各类经济开发区、产业区来强化支撑城市群的发展。(2)政府通过区划调整手段解决城市群发展中存在的市场分割、腹地狭小以及节点城市缺乏等问题。(3)通过构筑机制化的多层政府合作网络为临近城市区域联合、城市群一体化提供沟通平台,为空间规划战略的实施和重大项目的落实提供机制保障。(4)加快省会中心城市集聚,利用增长极溢出效应推进省内区域先行一体化,最终形成国家级跨省域、多中心长江中游城市群成为政策选择。文章认为政府运用制度性政策工具推动长江中游城市群发展的组织机制成效显著,但与沿海发达城市群市场力量主导的模式存在差异,未来重点应逐步转向引导和激发企业、社会等非政府主体参与。Using urban-region, urban agglomeration theories and regionalism, new regionalism research method, investigate behaviors of multi- level government in the Middle Reaches of the Yangtze River development mechanism, such as spatial planning policy, Development Zone establishment, government cooperation network and node city development. Research shows that：（1） government frequently issues various regional planning to rescale the city and region; and establishes different Economic Development Zone to support urban agglomeration; （2） government directly uses administrative divisions to eliminate market segmentation, narrow hinterland and lack of node cities; （3） establish multi-level government cooperation network in order to integrate adjacent urban regions, implement spatial planning strategy and major projects. （4） speeding up node cities agglomeration aims to integrate adjacent urban regions by their spillovers, ultimately format an inter-provincial, polycentric, national urban agglomeration in the Middle Reaches of the Yangtze River. Finally, government has achieved significant progress in establishing Urban Agglomerations in the Middlo Reaches of the Yangtze River. But it is different from coastal developed Urban Agglomerations; In future guiding and stimulating enterprises, non-governmental participation are focus mission.
