南京市工伤保险参保不足的原因及对策研究

摘　　要：农民工工伤保险能够保障农民工的基本权益,目前我国工伤保险费完全由企业缴纳,工伤保险参保行为主体为企业,因此工伤保险的参保主要看企业的积极性。尽管2015年全国各级工伤保险部门在建筑业参加工伤保险方面要求:不能按用人单位参保的建筑业职工特别是农民工,须按项目参加工伤保险。但在现实中,由于企业因素和政策因素两方面的影响,农民工工伤保险参保不足。文章以南京市建筑工地为样本,收集数据,采用经济计量方法,从企业的视角分析农民工工伤保险参保情况,证实农民工工伤保险参保率低的原因,提出相应的对策与建议,希望引起企业的重视,提高工伤保险参保率。Injury insurance of migrant workers can protect the basic rights of migrant workers. At present, in our country, work-related injury insurance premiums are paid by enterprises completely, and the main body of the industrial injury insurance are mainly enterprises, so the work-related injury insurance mainly depends on the awareness of enterprises. Although in 2015 the national industrial injury insurance departments at all levels set requirements that employees in construction industry, especially migrant workers should participate in injury insurance according to the project if they can not participate according to the employer. But in reality, due to the impact of enterprise factors and policy factors, injury insurance coverage is insufficient. Based on the sample of construction site of Nanjing city, this paper collects data, uses econometric methods, verifies the reasons of sufficient injury insurance coverage of migrant workers from the perspective of enterprise, and puts forward the corresponding countermeasures and suggestions, in order to arise the attention of enterprises and enhance the industrial injury insurance coverage.
