对《加快推进天然气利用的意见》的解读与思考

摘　　要：当前,我国天然气产业发展的主要矛盾体现在需求侧的增长出现波动,需求发展方向不明晰、空间不确定,同时供给侧的输配环节多、供气成本高,供给质量亟待进一步优化。针对中国能源和天然气发展所面临的新形势,国家发展和改革委员会于2017年6月23日发布了《加快推进天然气利用的意见》(以下简称《意见》)。《意见》提出逐步将天然气培育成为中国现代能源体系的主体能源之一,首次从国家政策的高度明确了天然气的战略定位。为此在解读上述政策的基础上,深入分析了中国能源的发展形势与天然气在能源革命中的作用、推进天然气利用的方向与路径、《意见》出台后的市场发展前景及其对市场格局的影响等。结论认为:(1)《意见》顺应了我国社会经济与能源发展大势,确立了天然气在能源中的地位,明确了发展目标与路径,制定了改革措施与保障支持办法,将在未来较长一段时期内对中国天然气的发展起到重要的引领作用;(2)市场主体应主动适应国家政策及市场发展的变化,为确保中国天然气产业健康可持续发展、推动国家能源革命做出新的更大的贡献。There still exists a principal contradiction in natural gas sector in present China, that is, the rising demand side is fluctuating with neither clear direction nor ascertainable space, while the supply side with multiple distribution links and high costs needs to be further optimized. Under the new situation of energy and natural gas development, the National Development and Reform Commission issued The Opinions on Accelerating the Utilization of Natural Gas （hereafter referred to The Opinions） on June 23, 2017. The Opinions proposes that natural gas be cultivated into one of the main energy resources in China＇s modem energy system clarifying for the first time the strategic position of natural gas at the national policy level. Based on an interpretation of The Opinions, an in-depth analysis was also made of the development of China＇s energy situation and the role of natural gas in energy revolution, the directions and paths of promot- ing natural gas utilization, as well as the impacts of The Opinions on the natural gas market outlook and future pattern, etc. In conclusion, the publication of The Opinions will not only play an important leading role in the development of natural gas market and its utilization orientation, but make great contributions to the healthy and sustainable development of natural gas industry in China.
