摘　　要：目的了解国内外突发公共卫生应急能力建设的进展,查找乌鲁木齐市能力建设的不足,为今后工作开展提供思路。方法使用文献回顾方法对国内外的相关研究进行回顾,对比乌鲁木齐市现有的应急处置能力与现状,进而提出相应的建议。结果乌鲁木齐市在突发公共卫生应急能力中的信息沟通、预警、人才能力储备、物资储备、预案建立、应急沟通等均有一定的成果,但与国内外先进的做法仍有一定差距,有待进一步研究提升。结论应加大人力、物力、财力的投入,巩固现有的已形成的体系,并积极进行探索,形成适合乌鲁木齐市本地的应急能力建设方式。Objective To understand the progress of the construction of public health emergency response capacity,to find out the problems in Urumqi,and to provide ideas for future work. Methods Literature review method was used to review the related research at home and abroad,and to compare the existing emergency response capacity and current situation in Urumqi,and then put forward some suggestions. Results The city of Urumqi in the public health emergency capability in information communication,early warning,talent reserve,plan establishment,emergency communication has some achievements,but there is still a certain gap between the domestic and foreign advanced practice,further study needed. Conclusion It is necessary to strengthen the input of manpower,material resources and financial resources,consolidate the existing system,and actively explore,to form a suitable emergency response capacity building.
