四川省第二类疫苗采购平台的建立和实施效果分析

摘　　要：目的分析四川省第二类疫苗采购平台的实施效果,为完善疫苗采购工作流程积累经验。方法利用采购平台数据,对全省第二类疫苗的采购与配送情况进行描述性流行病学分析。结果四川省第二类疫苗采购平台依托省药械采购与监管平台建成,2016年5-12月全省有177个(96.72%)县级疾病预防控制中心(CDC)通过平台实施第二类疫苗采购,月平均订单数1 044.5笔,疫苗生产企业对订单的平均响应率为98.42%,疫苗平均配送到位率为94.32%,平均配送时间为38.50天。结论四川省第二类疫苗采购平台能满足全省第二类疫苗采购需求,县级CDC和企业能通过平台进行良好衔接,需加强企业监管以提高配送效能。Objective To evaluate the procurement platform for category II vaccines in Sichuan province, and to provide experience for improving vaccine procurement. Methods We used descriptive epidemiological methods to analyze procurement and distribution data of category II vaccines that were collected through the online procurement platform. Results The procurement platform for category II vaccines in Sichuan was established, relying on the provincial procurement and supervision platform for drugs and medical devices. 177 （96. 72% ） county Centers for Disease Control （CDCs） procured category II vaccines through this platform between May and December of 2016; there was an average of 1 044. 5 orders per month. Vaccine manufactur- ers fulfilled 98. 42% of orders, and distributed vaccine for 94. 32% of confirmed orders ; the average distribu- tion time was 38. 50 days. Conclusion The category II vaccine procurement platform can satisfy procurement needs in the province; county CDCs communicated well with manufacturers through the platform. It is neces- sary to enhance manufacturer supervision to improve vaccine distribution.
