摘 要:"一把手"监督难固然有"一把手"自身的原因,但也与班子其他成员未能发挥应有的监督作用有关。要切实加强对"一把手"的监督,首先必须澄清在监督问题上的模糊认识,树立正确的监督观,强化班子成员的主体意识、责任意识,切实增强监督的自觉性、主动性,改变依赖心理、依附人格;其次要提高班子成员的个人素质,增强独挡一面的能力,为承接"一把手"分离出的权力与责任、对"一把手"进行有效监督创造条件;再次要完善责任分担机制,健全监督权利保障制度,为有效监督"一把手"提供有力支撑。Power supervision over leaders is very difficult because of the problems coming from top leaders themselves. But there can be no denial of the fact that other leadership members fail to play due part. To really enhance supervision over top leaders, a vague recognition of supervision must be made clear with correct notions of supervision to be established, subject consciousness and responsibility consciousness of leadership members to be strengthened, and a self-consciousness and willingness to be enhanced. The psyche and the character of ~lying on others must be changed. And then, personal qualities of leadership members must be improved. Wilh their ability of handling situations all by themselves cultivated, they can properly handle the powers and shoulder responsibilities segmented from top leaders, creating some prerequisites for the supervision over top leaders. And also, the system for distributing responsibility must be perfected with a sound security system for supervising powers, which will provide a powerful support for supervising top leaders.
