摘　　要：21世纪是以公民参与和公民治理作为主要目标的一个时期,黑龙江省公众参与预算与研究存在着诸多状况,文章对黑龙江省预算监督中公众参与问题进行研究,通过选择合适的政府预算的立法、扩大参与面并开拓新渠道、完善公众参与政府预算的支撑和明确公众参与预算的目标导向,以期达到参与式预算发展,并为我国公共预算改革提供备选与借鉴。The twenty-first century is a period of citizen participation and citizen governance as the main goal, Heilongjiang Province Public Participation in budgeting and research there are many conditions, by selecting the appropriate government budget legislation to extend participation and develop new channels, improve public participation in the government budget in the budget support and clear public goal, to achieve the participatory budget development and provide ahemative and reference for China＇s public budget reform.
