发展型社会政策视角分析欠发达地区失地农民欠发展问题

摘　　要：失地是城市化进程中的必然现象,失地农民的生存和发展问题日益得到社会的关注,已有研究表明欠发达地区失地农民发展还存在一定的欠发展问题:物质资本丧失严重、人力资本更新不足、社会资本积累有限。发展型社会政策视角对欠发达地区失地农民的发展问题提供了解决思路:重视失地农民物质资产积累的同时,有必要通过国家和社会力量介入以引导失地农民群体的人力资本和社会资本的建设和积累。Land loss is an inevitable phenomenon in the process of urbanization. Some studies have shown that the land - lost farmers still have some underdevelopment problems in Underdeveloped areas： the loss of material capital, the lack of human capital renewal, social capital accumulation is limited. The author believes that the development of social policy perspective provides beneficial inspiration for the development of the problem of land - lost farmers： the importance of land - lost farmers physical asset accumulation. At the same time, it is necessary to guide the land - lost farmers to construct and accumulate hu- man capital and social capital by the state and society.
