摘 要:铁路物流中心项目是铁路发展现代物流的基础,具备项目投资规模大、承载功能复杂的特征,项目建设决策成为保证投资经济性和需求适应性的关键。针对中国铁路总公司在项目决策过程中缺乏独立第三方评估依据,运用赫伯特·西蒙的组织决策理论,结合普洛斯物流地产项目投资决策模式,提出基于独立第三方评估的铁路物流中心项目决策机制,探讨落实项目退出机制和开展项目招商两项保障措施,为降低项目投资风险提供理论支撑。Railway logistics center project is the foundation of railway developing modern logistics, and it is provided with characteristics of large project investment scale and complex bearing function, so the project building decision-making becomes the key of ensuring investment economy and demand adaptability. Targeting China Railway lacking of independent third-party evaluation reference during project decision-making, through using Herbert A. Simon's organization decision-making theory, and combining with the investment decision-making model of Global Logistic Properties real estate project, this paper puts forward the decision-making mechanism for railway logistics center project based on independent third-party evaluation, and discusses 2 guarantee measures, which are implementing project exit mechanism and developing project proposals for investment, so as to provide theoretical supports for reducing project investment risk.
