探索城市新区规划的“张力与定力”——哈尔滨新区发展战略规划演进

摘　　要：城市发展战略规划是我国法定城乡规划体系之外的重要规划类型,具有"全局性、长远性和纲领性"的特点。由于其特殊的性质及地位,越来越受到城市研究工作者的重视,甚至出现与相应的城市总体规划"无缝对接"的趋势。本文以城市新区规划"张力与定力"的视角对城市发展战略规划进行重新审视,并对历次哈尔滨新区(大松北地区为主)城市发展战略相关规划进行梳理与解读,以期通过对哈尔滨新区规划具体案例的分析,为我国的城市发展战略规划与其他相关规划"对接"提供一定的理论与实施借鉴。The urban development strategic planning is an important type of planning outside statutory urban and rural planning system in our country, which has the characteristics of ＂overall, long-term and programmatic＂. Because of its special nature and status, it receives more and more attention of urban researchers, and even there is the trend of ＂seamless docking＂ with the corresponding urban master plan. The paper reviews the urban development strategy planning with the perspective of ＂tension and composure＂ in the planning of urban new district, and analyzes and interprets the relevant planning of the urban development strategy of Harbin New District （the Greater Songbei Area）. By the analysis of specific cases of Harbin New District planning, it is aimed to provide some theoretical and practical reference for the urban development strategic planning and docking with other related planning in our country.
