“患不均,更患不公”:体育资源供给的“公平”与“冲突”

摘　　要：供需矛盾已经成为我国公共资源配置的主体矛盾,文章对体育资源供给的公平与冲突进行分析,认为:供给失衡是转型期我国体育资源分配的主要特征;农村体育公共服务的供给方式较为单一,体育资源的供给和调控将以政府为主;城市住房用地、经济效益与体育空间资源分配之间的矛盾凸显,体育资源供给出现方向性偏差是当前我国体育资源供给的基本态势。体育资源供给的区域、阶层和群体相对公平性差异明显,供给乏力、需求旺盛;弱势群体体育资源供给不足,存在相对剥削感,公平性和合理性有待进一步提升。从供给侧入手改善体育公共资源分配,盘活资源实现有侧重性的分级供给;科学规划社区体育资源的供给模式,"化整为零"转变供给方向;维持资源分配过程中的公平正义,保障中下层群体的权益,通过市场调节激活体育公共资源供给的活力和效率以消解供需矛盾是转型期体育资源供需矛盾的消解之道。The contradiction between supply and demand has become the main contradiction in allocation of public resources in China. In this paper, we have analyzed the fairness and conflict in supply of sports resources and believe that supply imbalance is the main characteristic of distribution of sports resources in the transition period. The supply mode of rural sports public services is unitary, and the supply and regulation of sports resources is mainly carried out by the government. There are serious contradictions among urban housing land, economic benefits and sports space resource allocation, and the deviation in direction of supply of sports re- sources is the basic characteristic of current supply of sports resources in China. There are obvious differences in relative fairness of supply of sports resources among different regions, classes and groups, and the supply is weal while the demand is strong. There is adequate supply of sports resources for vulnerable groups who have a sense of the relative exploitation, and the fairness and rationali- ty need to he further improved. We should improve the distribution of sports public resources by setting out from the supply side and liquidize resources to achieve supply by different levels, scientifically plan the supply modes of community sports resources, change the direction of supply and activate the vitality and efficiency of sports public resources through market regulation so as to eliminate the contradiction between supply and demand of sports resources in the transition period.
