摘 要:影响区域创新能力的因素包括要素投入与创新环境。在对区域科技创新及其影响因素相关研究文献回顾的基础上,构建了一个综合考虑创新系统要素投入与创新环境影响的分析模型,并利用湖北省各地级市近年的相关数据实证检验了其对城市创新能力的影响。研究发现,创新系统的要素投入对区域创新能力的提升有着显著影响,高新技术产业集聚与FDI的流入对区域科技创新能力的提升具有重要作用,而城市经济空间格局因素中,经济密度促进了区域科技创新能力的提升,而城市化水平与创业水平对区域创新能力提升的影响不明显。促进区域科技创新能力应促进城市化模式转变,增强城市化发展对区域科技创新的带动作用;加大科技创新投入;扩大对外开放,充分发挥FDI的技术溢出效应;优化产业布局,提高产业集聚水平;激励科技创业,提高创业质量。On the basis of existing research, the paper constructed a model which included innovation element input and innovation environment influence, using data of prefectural-level city in Hubei province in recent years to test its impacts on urban innovation ability. It is found that innovation element input has a significant impact on the promotion of regional innovation capability. At the same time, the high-tech industrial agglomeration and FDI inflows all enhanced the regional scientific and technological innovation. But in urban economic space pattern factors, the economic density promoted regional innovation ability, the level of urbanization and the level of entrepreneurship had no obvious effect on regional innovation capability. Policy implications of the findings is that by promoting urbanization model, increasing elements input, playing technology spillover effect of FDI, improving the level of industrial concentration and motivating entrepreneurs, it can enhance regional innovation ability
