摘　　要：对山西省科技特派员制度的发展现状、存在问题及制约其长效运行的因素进行研究,重点从推动科研成果转化及增强科技创新能力等角度入手,开展对科技特派员这一重要行为主体的专题研究,从健全科技特派员政策体系和管理机制、加大技术资金支持力度、构建推行科技特派员制度的组织协调机构和机制、提高科技特派员的综合素质等方面提出建立山西省科技特派员长效运行机制的政策建议。This paper studies the current situation, existing problems and restrictive factors of science and technology correspondent system in Shanxi Province, it mainly makes a research on the behavior subject from the perspectives of promoting the transformation of scientific and technological achievements and enhancing the capacity of scientific and technological inno- vation. It puts forward some suggestion for the establishment of long-term operating mechanism of Shanxi science and tech- nology correspondent system, including improving the policy system and management mechanism, increasing technical and financial support, constructing organization and coordination mechanism and improving the overall quality of science and tech- nology correspondent.
