摘　　要：北京市集体林中的生态林是北京市森林资源的重要组成部分,也是山区生态建设和经济社会发展的重要物质基础。文章首先对集体生态林流转进行了界定;其次,从生态、社会和经济3个维度分别探析了开展集体生态林流转的必要性和可行性;最后,从试点示范和稳步推行、完善流转机制和打造流转平台、增强主管部门的监管和服务能力等3个方面提出了开展集体生态林流转工作的对策建议。Collective ecological forest accounts for a large part of forest resources in Beijing, and it is essential physical basis for ecological construction and social and economic development in mountainous areas in Beijing. This pa- per startsed with definition on collective ecological forest transfers. And then discussed possibility and necessity of collective ecological forest transfer from ecological, social and economic perspectives respectively. Finally, it put forwards some countermeasures on collective ecological forest transfer in Beijing, such as： pilot demonstration and steady extension, perfection of transferring mechanism and development of circulation platform, as well as the reinforcement of monitoring and service capability of the administration departments.
