我国非法占用林地行政案件和刑事案件大数据分析

摘　　要：文章对我国2006~2016年非法占用林地行政案件和刑事案件有关大数据分析发现:从全国各省份2011~5015年案件总数量看,无论是行政案件还是刑事案件均表现出一定的地域性特征;从2006~2016年每年案件数量变化看,全国行政案件和刑事案件表现出相同的变化态势,部分省份的变化趋势与全国总体变化趋势有相似之处,即上升到一定程度后呈现下降趋势,但有些省份一直在上升,即使在全国2016年整体下降的情况下,这些省份仍然在上升;行政案件中,对违法行为人的处罚方式单一,主要是罚款;刑事案件的犯罪嫌疑人主要是36~59岁文化程度较低的务农男性农民。Through analyzing the big data on administrative and criminal cases of illegal occupation of forest land during 2006-2016, it＇s concluded that cases had regional characteristic through 5-year cases from 2011 to 2015; the annually change of case number in 2006-2016 showed that administrative case and criminal case number had the same tendency. Some provinces displayed the similar tendency, arising to a certain degree and then fell; while some other provinces kept arising even when the national cases decreed in 2016. For administrative cases, punishment for breaking laws was merely by fines. Suspects of criminal cases focused on male farmers with low education aging from 36 to 59.
