建设“国家生态再开发实验区”的科学构想与政策建议——以山西省为例

摘　　要：文章提出了区域生态再开发的理念,并以典型区域山西省为例,分析了生态再开发理念在绿色发展过程中的战略意义,提出了在山西省建设"国家生态再开发实验区"的科学构想,确定了山西省国家生态再开发实验区的战略定位,并从国家层面、省级层面和地方层面3个角度出发,提出了"国家生态再开发实验区"建设的相关政策建议,以期为山西省及类似区域的生态再开发提供科学依据和参考。Traditional development and resource utilization have promoted the rapid growth of regional economy, but led to serious deterioration of ecological environment, waste of resources, and other issues as well, which impede the sustainable development of the region. Taking typical region of Shanxi province as an example, for the first time we put forward the concept of ecological reconstruction of the region in this paper, and further we analyzed the strategic importance of this concept to the green development. Based on that, we raised the scientific conception of the construction of National Ecological Reconstruction Experimental Zone （NEREZ）, and then confirmed the strategic positioning of the construction of NEREZ in Shanxi Province. Subsequently, we came up with the construction and relevant policy proposals of NEREZ from the national, provincial, and local level perspectives. The results of this study can provide scientific basis and reference for the ecological reconstruction in Shanxi Province and similar areas.
