地方政府应对突发公共事件分析框架新论——以协调能力建设为视角

摘　　要：积极有效应对突发公共事件是时下创新社会治理机制新常态的内在要求和应有之义。当前,在我国学界对地方政府应对突发公共事件的研究中,要么是从危机管理周期视角出发,要么是从治理结构要素视角出发,很少有从协调能力视角出发的。面对突发公共事件的突发性、紧急性、持续性等特点,地方政府只有不断加强自身应急协调能力建设,才能在当前的地方政府应急能力建设困境中寻到突破口。地方政府应急协调应具有层次性、结构性的能力特征,且在推进应急协调能力建设方面应着重推进制度政策、机构人员、信息、物资和资金等的深度协调,并根据其在突发公共事件应对中表现出的不同能力去发挥相互间的协调作用。总之,以协调能力为视角的分析框架,可以更好地分析地方政府应对突发公共事件的能力,进而建构良好的应对突发公共事件图景。The new normality of innovative social governance requires public emergencies be actively and effectively dealt with. The majority of researches on local government＇s responses to public emergencies focused on crisis management cycle, or governance structure elements, and few researches are done about coordination ability. Coordination is the essential capacity for the government to cope with public emergencies. Government emergency coordination capacity has hierarchical, structural characteristic. In promoting the government＇s emergency coordination capability, we should focus on promoting the institutional coordination in policies, personnel, information, materials and capitals, so as to give full play to the different coordination capacity of each specific sector. The analysis framework from the perspective of coordination ability can better analyze the local government＇s ability to deal with public emergencies, and can help construct a better response system to public emergencies.
