摘  要:长江流域按照"蓄泄兼筹,以泄为主"的治理方针和"江湖两利,左右岸兼顾,上中下游协调"的指导原则,坚持不懈地进行长江防洪工程建设。经过数十年努力,特别是1998年大水后大规模水利建设,基本形成了以堤防为基础、三峡水库为骨干、其他干支流水库、蓄滞洪区、河道整治、平垸行洪、退田还湖等相配套的长江防洪工程体系,在2017年1号洪水中发挥了重要作用。同时也暴露出一些薄弱环节,需要继续加强长江防洪建设。In the Yangtze River Basin, the construction of the Yangtze River Flood Control Project has been carried out in accordance with the control policy of "discharge first, supplemented with storage" and the guiding principle of "coordinating rivers and lakes, both banks and the upper, middle and lower reaches". After decades of efforts, especially after the massive water conservancy construction in 1998, the Yangtze River Flood Control Project system has been basically formed with the embankment as the base and the Three Gorges Reservoir as the backbone, supported by other mainstream and tributary reservoirs, flood storage and drainage areas, and methods such as river regulation, leveling embankment for flood running, and restoring the lakes from the land. This system played an important role in the fight against the first flood of Yangtze River in 2017. However, some weaknesses were also exposed, and it is necessary to continue to strengthen the flood control for the Yangtze River.
