加强紧固件质量管理的要素分析与建议

摘　　要：本文以国家核安全局发布的有关紧固件质量事件的函件、通知为主线回顾了事件从线索、排查到处理的系列进程。基于事件处理过程中遇到的问题,从质量保证、设计、采购、制造、安装、不符合项管理、检查和试验、文件等要素出发,分析了加强紧固件质量管理的改进方向和改进措施。设计应明确紧固件分级和标记、减少规格型号等;采购应注重供方评价,限制最低竞价投标等。建议增加紧固件的复验环节。对按设备类进行管理的紧固件不建议归类为大宗材料,但仍需要进行复验。紧固件复验标准应兼顾不同堆型,除机械性能外不能忽视紧固件表面质量的复验。复验单位应具有一定的公信力或者受核安全法规约束。提出了建立专业的核工业紧固件供货和复验平台的构想。The clues,investigationsand countermeasure of thefasteners quality incidentare review ed,along w iththe NNSA＇sletterand noticeissued about the quality of fasteners.The measures for strengthening the quality management of the fasteners are analyzed basing both on problems in handling the incident and quality assurance elements,such as design,procurement,manufacture,installation etc.It isproposed to increase the reinspection of fasteners.For the equipment category management of the fastener does not recommend classified as bulk materials,butneed to be reinspectedas w ell.The re-inspection standards for fasteners should take into account various types of NPPs.In addition to mechanical properties,the surface quality of fasteners cannot be ignored.Reinspection unit should have a certain credibility or subject to nuclear safety regulations.An idea of establishingthe professional nuclear industry fasteners supply and reinspection platform is taken.is put forw ard.
