摘 要:为了推动文化惠民项目与公众文化需求的有效对接,从公共文化设施供给需求错配的实际问题出发,基于模糊公理设计方法构建了供需双方多属性匹配程度计算模型,测算了公共文化设施对公众文化需求的满足程度。为了兼顾供需匹配度和最优匹配数量,构建了多目标优化决策模型用于文化设施的供给分配决策。实例分析验证了多目标决策模型的合理性和适用性,并提出参考价值溢出来处理非单一最优解的情形。另外,通过数值模拟进一步探讨了公共文化设施供需匹配度和最优匹配数量的关系,发现在公共文化设施功能水平较低的阶段,可以优先选择增加文化设施的匹配数量。当功能水平达到某个较高节点时,要继续提高公众满意度则会降低其匹配数量。In order to promote effective combination between the projects culturally beneficial to the people and public cultural needs,starting from the practical problems that public cultural facilities' supply and demand are mismatched,this paper builds a multiple attribute matching degree calculation model between supply and requisition sides to measure the degree that public cultural facilities meet the public cultural demands.In order to take both matching degree and the optimal matching amount into account,a multi-objective optimization decision model is established for public cultural facilities supply allocation decisions.Case analysis verifies the proposed models are provided with rationality and feasibility,and suggests a proposal that use value overflow to settle the situation of non-single optimal solution.In addition,the relationship between matching degree and the optimal matching amount is investigated further,finding that at the stage of cultural projects low performance level,expanding coverage should be preferred selection.When the performance achieves a higher node,if the public satisfaction wants to be improved continuously,the matching amount would be reduced.
