摘　　要：对开放存取公共信息资源组织和利用的研究可有效帮助政府开放公共信息资源,提升公共信息资源的使用效率。文章基于词频统计分析法对开放存取的研究现状进行介绍,采用文献研究法对开放存取公共信息资源的组织和利用进行分析,指出开放存取公共信息资源存在的问题并针对性地提出解决措施。开放存取公共信息资源的组织综合使用了分类法、主题法以及其他方法,辅以新型计算机技术;我国开放存取公共信息资源的利用可分为初步利用和再利用两种模式。Research on the organization and utilization of open access public information resources can help the government open public information resources effectively and enhance the utilization efficiency of public information resources. This paper introduces the current research status of open access based on word frequency statistical analysis method. And then, it introduces the organization and utilization of open access public information resources by literature research method. Finally, it points out the problems of opening access public information resources and put forward targeted measures. The organizations of open access public information resources use classification methods, subject methods and other methods, and supplemented by new computer technologies. The utilization of open access public information resources can be divided into two modes： preliminary utilization and reuse.
