油茶规模化种植项目可行性评价模型的构建

摘　　要：为了定量评价油茶规模化种植项目的可行性,选取对油茶规模化种植存在影响的相关指标。根据Delphi法,筛选得到气候适宜性、立地类型等级、区域位置、区域整体性、林地流转难易度、林地租金、劳动力条件、经营环境、产业政策支持力度、产业及关联产业发展状况、经济实力、管理水平、科技支撑、经济效益、社会效益、生态效益16个油茶规模化种植可行性评价指标。基于层次分析法确定了16个指标的权重分别为0.302 1、0.158 5、0.071 8、0.061 6、0.027 0、0.012 6、0.041 4、0.020 6、0.009 0、0.006 4、0.128 3、0.028 3、0.049 3、0.056 6、0.016 7、0.009 8,并构建了油茶规模种植可行性评价模型。计算得到"湖南林之神生物科技有限公司2012年农业综合开发油茶丰产林示范基地建设项目"可行性评价得分值为89.620 2,属于"可行性很好"的等级。In order to quantitatively evaluate the feasibility of Camellia oleifera scale planting project,it selected the indexes related to the scale planting of C.oleifera.According to the method of Delphi,there were 16 scale planting feasibility evaluation efforts for C.oleifera such as:screened climate suitability,site type level,regional location,regional integrity,forestland circulation difficulty,land rent,labor conditions,operating environment,industrial policy to support the industry and related industries development,economic strength and management level,the support of science and technology,economic benefits,social and ecological benefits.Based on the method of AHP,the weights of the 16 indexes were 0.302 1、0.158 5、0.071 8、0.061 6、0.027 0、0.012 6、0.041 4、0.020 6、0.009 0、0.006 4、0.1283、0.0283、0.049 3、0.056 6、0.016 7、0.009 8.The feasibility evaluation model of C.oleiferaplantation was constructed.The construction project of 'demonstration project for comprehensive development of C.oleifera plantation with high yield for agriculture in 2012' was evaluated by 'Hunan Linzhishen Biotech Co.Ltd'.The feasibility evaluation score is 89.620 2,which belongs to 'good feasibility' grade.
