摘　　要：针对参与PPP项目的私营资本减少的问题,从政府角度出发,研究对私营资本的初始信任的影响因素,并建立评价指标体系。基于评价指标隶属度确定理论和模糊数学变换原理,采用多级模糊综合评判的方法。以某市PPP项目中的一家私营企业为例,确定4个一级指标和16个二级指标,并进行较全面综合评估,其评价结果为不太信任。采用该方法对PPP项目进行信任评价,计算步骤简单明了,结果科学准确,可推广应用。In view of the problem of private capital reduction in PPP projects, the influencing factors of initial trust in private capital are studied from the government point of view, and the evaluation index system is established. Based on the theory of membership degree determination and fuzzy mathematics transformation, the method of multi-level fuzzy comprehensive evaluation is used. Taking a private enterprise in a PPP project in a city as an example, four first-level indicators and 16 second-level indicators are identified, and a comprehensive evaluation is carried out. The evaluation result is less trustworthy. Using this method to evaluate the trust of PPP projects, the calculation steps are simple and clear and the results are scientific and accurate, so it can be popularized and applied.
