弱势群体概念界定的指标分析

摘　　要：对弱势群体概念的界定,应从弱势群体的本质而非弱势群体所表现出的各种社会现象出发,这就对判定弱势群体的指标提出了原则性的要求。文章在遵循不变原则、时序原则和独立原则的基础上,尝试建立一个包含劳动能力、劳动机会、劳动资料的判定指标体系,对弱势群体概念进行科学界定,以便更好地对弱势群体进行判别和帮扶。The definition of＂ vulnerable groups＂ should be based on the nature of the Ctlsactvantageo groups, rather than the social phenomena shown by them, which raises the principled requirements for the selection of indicators used to determine ＂ vulnerable groups＂ Following the principle of independence, timing and invariance, this paper intends to develop a criteria system involving labor ability, labor opportunity and labor information to define the concept of＂ vulnerable groups＂ so as to better identify and help these people.
