杨增新主政新疆时期城市与区域发展变迁研究

摘　　要：民国建立后的前17年,新疆一直在杨增新的控制之下。此一时期,新疆发展极为缓慢,尤其是社会进步较小,因而长期以来对杨增新的评价偏低,多有指责。但从更加广阔的时代背景来考察,杨增新主政新疆并非乏善可陈。首先,他始终拥护中央政府领导,无论谁执掌中央政权,他都表示拥护,决无分裂独立之意,保持了新疆是中国重要组成部分的格局;其次,在中央政府对管辖新疆心有余而力不足,而外部势力对新疆又虎视眈眈的情况下,杨增新对外坚持抵制俄国——苏联的侵略,对内力求城乡稳定和各民族之间的平衡,并在可能的范围采取了一些有效措施,促进了城市数量的增加,使绿洲农业和城市工商业有了一定程度的发展。对此应该给予应有的肯定。Xinjiang has been under the control of Yang Zengxin in the first 17 years since the establishment of the Republic of China.During this period,the development of Xinjiang,especially the social progress,was extremely slow.So Yang Zengxin＇s evaluation was low,and more accusations against him.However,from a broader background,the ruling of Yang Zengxin in Xinjiang was not lackluster.First of all,he always advocated the leadership of the central government,and he believed that Xinjiang is an important Part of China no matter who is in charge of Xinjiang.Secondly,even there were lack of strength for the central government on the jurisdiction of Xinjiang and external forces on Xinjiang,Yang Zengxin was adhere to the boycott of Russia——the Soviet Union＇s aggression,taking a number of measures to make a balance of internal and external stability and different nations,which promotes the increase in the number of cities.Meanwhile oasis agriculture,urban industry and commerce developed to a certain degree.Therefore,what he has done should be given due affirmation.
