试论21世纪中国与拉美国家关系发展中的文化因素

摘　　要：中拉关系在21世纪以来的快速发展是许多因素共同作用的结果。这一时期的中拉关系既存在挑战,又蕴含着机遇,双方关系中仍存在一些不稳定因素,比如西方媒体所宣传的"中国威胁论""新殖民主义"以及台湾因素等。因此,除了政治、经贸往来,文化因素在中拉双方交往发展过程中扮演着越来越重要的角色。中拉间的文化交往,不仅在促进中拉政治经济关系长期、稳定、和谐发展中起到重要作用,而且文化交往所衍生出的文化贸易将有助于中拉经贸关系向多领域、全方位发展,因此文化交往的扩大必然进一步促进中拉关系的发展。促进中拉文化交往的思路和对策主要包括:文化交往以相互尊重、平等探讨、共同发展为基础;妥善处理文化冲突,积极沟通以达成文化上的更多共识,减轻文化差异所带来的不信任感;在明确双方文化交往核心内容的基础上,适当调整文化传播手段,减少官方色彩,采取双方民众都乐于接受、易于理解的方式;灵活利用现有的各类文化资源和手段进行全方位的文化交往。Since the 21^(st)century,the rapid development of Sino-LAC relations is the result of many factors working together.During this period,Sino-LAC relations face challenges and opportunities as well.There are still some unstable factors in this relationship,including'China threat theory','neocolonialism in Latin America taken by China','Taiwan factors'and so on.In addition to political,economic and trade exchanges,cultural factors also play an increasingly important role in relations between China and Latin American.Cultural exchange between China and Latin America has significant effect on the political and economic relations in the long run,meanwhile,cultural product trade will contribute to all-dimensional development of economic relations.To further promote the development of cultural relations,respect should be paid to each other and cultural conflicts should be handled properly.We should also adjust means of cultural transmission toward an acceptable way.Finally,we should also make full use of all available resources for all-dimensional cultural exchange.
