摘　　要：通过对无锡市各级医疗机构的医疗资源分级分布情况、医疗资源分级利用情况、双向转诊和医保费用分级使用情况等现状数据进行调查分析,并结合对各级医疗机构医护人员与患者的调查访谈,找出无锡市分级诊疗与双向转诊目前存在的问题。在此基础上对如何完善分级诊疗与双向转诊制度进行探讨,并对相关卫生政策的制定提供有价值的数据参考与方法建议。According to the investigation and analysis of the distribution of medical resources, the classification of medical resources, the two - way referral and the classification of medical insurance expenses at different levels of medical institutions in Wuxi City, combined with the investigation of the medical staff and patients, we identified the current classification of Wuxi City, and two - way referral of the existing problems. On this basis, the paper discusses how to improve the system of grading and two - way referral, and provides valuable data reference and suggestions for the formulation of relevant health policies.
