摘　　要：区域医联体信息化建设已成为深化医改的重要技术支撑,远程医疗协作和数据互联共享成为医联体建设的关键部分。探讨了基于云平台和区域医疗卫生信息网络的医联体信息系统构建方案,包括功能分析、技术架构、信息安全等总体设计,介绍了系统中医疗服务平台、运营管理平台、资源管理平台和数据管理平台的功能和应用,总结了区域医联体信息云平台实现过程中的关键问题,包括信息交互标准化、机构间信息异构性、线上线下业务协同和大数据分析应用,并提出了解决方案。基于云平台的区域医联体信息系统能够有效发挥医联体的功能和作用,实现不同机构和系统间的业务协同和数据共享。The development and construction of regional health alliance information system has been considered as a key technology to support the execution of healthcare reform in China, of which telemedicine collaboration, data exchange and sharing has become the key part. In this paper, a system design based on cloud platform is presented and discussed, including functional analysis, technical architecture and information security. It also introduces the four core platforms and their functions and applications in the system, and key issues such as standardize information exchange, the heterogeneity of platform, the coordination of outline and online service and big data analysis in the implementation of the regional health alliance has been discussed and a solution has been hammered out. The cloud platform based regional health alliance system can effectively sharing data between different organizations and systems and support health alliance full playing its role.
