广东省中医医院适宜规模与服务效率研究

摘　　要：目的:探讨广东省中医医院适宜规模,评价其服务效率,为发展中医药事业提供依据。方法:采用方便抽样方法,选取26所中医医院4个投入指标和3个产出指标,构建数据包络模型。结果:广东省中医医院的整体效率较高,但仍有提升的空间。部分三级中医医院规模报酬递减;部分二级中医医院存在投入过多、产出不足等问题。结论:合理控制三级中医医院规模,引导患者向基层流动,优化卫生资源配置,引导集约式管理。提高二级中医医院服务效率,找准发展定位,严格控制医院投入,提升卫生服务质量和医院管理水平。Objectives： To discuss the optimal scale of hospitals of TCM in Guangdong, evaluate their care efficiency and provide evidences for TCM development. Methods： DEA model were established by 3 input indexes and 4 output indexes of 26 hospitals of TCM, which were selected by convenience sampling. Results： The whole efficiency of the 26 hospitals of TCM is relatively high, which is still room for improvement. Some tertiary hospitals of TCM are decreasing return to scale. Some secondary hospitals of TCM are spending too much but output deficiency. Conclusion： The scale of tertiary hospitals of TCM should be controlled properly through guiding the patients to the primary, optimizing the allocation of health resources and leading to extensive management. The service efficiency of secondary hospitals of TCM should be improved. Their developed localization should be accurate, and their resource should be controlled strictly. The secondary hospitals of TCM should improve their quality of health care and the hospital management.
