摘　　要：话语体系在突发事件治理中发挥着重要作用。本文在分析话语体系及其构成要素、话语体系与特定领域实践关系的基础上,论述了突发事件治理话语体系、结构框架及其变迁规律。基于话语理论及话语实践观点,作者探讨了中国突发事件治理话语体系的古代、近代、SARS事件前后的话语渊源及特点,总结了中外话语体系经验和转型趋势,提出建构突发事件话语体系的路径。The discourse system plays an important role in the emergency governance. Based on the analysis of the discourse system and its constituent elements, the relation between the discourse system and the specific field practice, the author analyzes the discourse system, structure and change of the emergency governance. On this basis, the author discusses the origin of emergency governance discourse system of China from ancient and modern times, before and after SARS period. Finally the author draws a conclusion from discourse system construction and transformation experience of both China and foreign countries, and the conclusion will guide the construction path of emergency governance discourse system in China.
