摘　　要：文章首先指出"多规合一"和空间规划实践实施激励机制建设在共识行动、底线保护、空间政策和考核机制四个方面存在的问题,其次针对这些问题提出了树立"管控+引导"的双向思维、构建"战略+管制+政策"的应对措施,最后结合四川省宜宾市南溪区"多规合一"实践进行了分析,以期为其他"多规合一"和空间规划改革探索提供有益借鉴。The paper indicates the problems of building an implementation incentive system of multi-plan integration in 4 aspects： consensus, bottom line, spatial policy, and assessment. It proposes ＂governance-guidance＂ double way concept, establishes ＂strategy-governance-policy＂ integrated approach, and makes analysis with multi-plan integration practice of Nanxi district, Yinbin city.
