中低收入老年群体互助养老的实现与供给侧结构性改革

摘　　要：文章基于给付能力视角对老年群体养老需求进行了深入分析,提出基本养老模式与新型养老模式,强调了互助养老在中低收入老年人养老模式选择中的突出地位和作用,文章最后对中低收入老年群体互助养老供给侧结构性改革,提出提高中低收入老年群体收入、完善互助养老平台、加强政策扶持、建立长效互助机制等建议。The paper analyzes the needs of the elderly pension demand from the perspective of pension payment, then puts forward the basic pension mode and a kind new mode of pension, emphasizes the mutual-supporting mode in the choice of low-income elderly group. The paper finally puts forward relevant suggestions： establishing the mutual supporting mode for low-income elderly in supply side structural reforms, improving the income of the low-income elderly group, strengthening policy support, and establishing a long- term cooperation mechanism.
