国外农村人力资源开发经验及对我国的启示

摘　　要：德国重视立法,为农村人力资源开发提供重要保障,引导社会各方力量积极参与职业教育和培训及利用经济手段鼓励企业与农民参与培训;美国大力推动农村人力资源立法,设置专门的管理机构,设立了长效的财政投入机制;韩国制定人力资源开发法律法规体系,设立专门的农村人力资源开发主管机构,设立教育高投入财政制度,积极吸收社会资本发展韩国教育,高度重视思想教育。国外农村人力资源开发经验对我国的启示:从法律层面为农村人力资源的开发提供重要保障;由专业机构管理农村人力资源开发;政府通过财政投入和信息支持来推动农村人力资源开发;学校、企业、社会是农村人力资源开发中不容忽视的重要力量;引导和支持农民专业组织、行业协会以及农民参与农村人力资源开发;建立起集教育、科研与推广为一体的农业科技教育体系;农村人力资源开发要以生产、就业及市场为导向。Germany attaches great importance to the legislation, provides the important guarantee to the development of human resources in rural areas, guide all social forces to actively participate in vocational education and training and the use of economic instruments to encourage enterprises and farmers to participate in training. And other developed countries have their experience in human resource development. The inspiration of the overseas rural human resources development experience to China is： to provide an important guarantee for the development of rural human resources from the legal level; To manage the rural human resources by specialized institutions; the development of rural human resources should based on government financial support; Schools, enterprises and society are important forces. To guide and support peasant professional organizations, industry associations and farmers; set up the education system of agricultural science and technology; Human resource development should be towards production, employment and market.
