摘　　要：农村土地整治在中国各地的广泛开展,比较显著地改善了所在地区的农业生产条件,但也呈现出较为明显的工程化发展态势。农村土地整治的工程化主要表现为各地开展这项工作时偏重以工程技术手段平整土地并配套建设农业基础设施,忽视或者搁置权属调整。行政力量的偏好和农村治理的弱化是农村土地整治工程化发生发展的根本原因。过于重视农村土地整治工程建设属性而忽视其社会治理属性的做法,已经使得农村土地整治偏离了本源,并在一定程度上抵消了其发挥的正面效应。农村土地整治的持续发展理应统筹兼顾其工程建设属性和社会治理属性,尤其需要正确认知这项工作的本质内涵,扎实开展权属调整,创新项目组织实施模式和改善农村治理水平。Rural land consolidation has been widely carried out in all parts of China, which has significantly improved agricultural production conditions in these areas. However, rural land consolidation is showing a more obvious trend of engineering development. That means, people lay a particular stress on leveling land and building assorted aglicultura｜ infrastructure by means of engineering construction and technical measures in carrying out the work, while they intentionally ignore land tenure readjustment. The article considers administrative preference and weakened rural governance as the root causes to the engineering development of rural land consolidation. The study finds that such a practice has deviated from its original idea, which offsets its positive effects to a certain degree. It suggests giving an overall consideration to rural land consolidation＇s engineering construction attribute and its social governance attribute, in order to maintain sustainable development of rural land consolidation. Furthermore, particular proposals are made, including a correct understanding of the essential connotation of the work, an implementation of land tenure readjustment in a steady way, innovation of project omanization and imolementation, and imorovement of rural govemance.
