摘　　要：最近出版的《塔林手册2.0:适用于网络行动的国际法》引发了国际上的广泛关注,成为研究网络空间国际法的有价值资料。本文首先介绍《塔林手册2.0》的主要内容,接着阐明其内在缺陷,最后论述《塔林手册2.0》对网络空间安全的影响。Recently, TaUinn Manual 2.0 on the International Law Applicable to Cyber Operations was pubhshed and caused widespread concern in the world, become as a valuable research in international law of cyberspace. Based on the analysis of content, the paper point out the general defects of TaUinn manual 2.0. Finally, the significance of the Tallinn Manual 2.0 on Cyherspace Security is discussed
