党内议事规则的社会系统论分析——以“党内治理系统”中的效力逻辑为视角

摘　　要：议事规则是"党内治理系统"中的程序性规定。在社会功能分化的视角下,议事规则不仅对党的领导体制科学化具有重要意义,而且决定了"党内治理系统"的"沟通"生成,并在"运作封闭"与"认知开放"的"系统/环境"激扰过程中主导系统的"运作自成一体",形成了不同形态的效力逻辑。议事规则体现出了结构约束性、延误与加速进程、"条件程式"与"目的程式"相结合、系统反馈功能等多重规范价值,并不断提升党的领导体制科学化水平。为了更好地发挥议事规则的治理价值,应当在考虑制定"元规范"的基础上,加强议事的开放性与公共性,并排除议事过程中的内在强制与外在强制。The rules of procedure are the procedural provisions inside the party＇s management system. In the perspective of the isolation of social function, the rules of procedure are not only very significant for the leadership structure scientificity, but also determine the creation of the communication in the party＇s management system. The rules of procedure control the system＇s autopoiesis both ＂operational closure＂ and ＂cognitive openness＂ as well as promoting formation of various logical validities. The rules of procedure are the combination of structural constraint, delay and acceleration of process, unity of ＂condition scheme＂ and ＂purpose scheme＂ and systematic function of feedback, which is in favor of the party＇s leadership sientificity. In order to promote the value of the rules of procedure, we need to enact the metanorm, enhance the openness and publicity of procedure and exclude the internal and external mandatory.
