摘　　要：随着绝大部分药品政府定价的取消,我国药品价格基本放开,政府需改变管理方式,坚持放管结合,加强对药品市场价格行为的监管。本文以上海药品市场为例进行实证分析,在对当前药品市场特点及药品价格行为监督难点分析的基础上,依据新规制等理论,提出构建全方位的药品价格行为监管新体系,包括监管制度、监管手段、监管方式创新等,以建立对各市场主体的良性激励机制。The government should delegate power as well as combine price control, and strengthen the monitoring on drug market pricing under the background of deregulation of drug price. This article is aimed to propose innovative suggestions, which include but not limited to the innovation of monitoring system, monitoring approaches and measures, based on monitoring system of drug pricing according to the theories such as New Regulation and the in-depth analysis on current characteristics of drug market and the difficulties confronted in price monitoring.
