澳大利亚过专利期药品价格管理机制及其对我国的启示

摘　　要：澳大利亚以利益平衡为核心,建立了品牌溢价、强制降价、价格联动于一体的过专利期药品价格管理体系,既减轻了患者的药品费用负担,也促进实现了PBS补贴结构的合理化。本文结合澳大利亚过专利期药品价格管理的历史演进过程,系统剖析其体系构成和实践经验,在我国大力深化药品价格改革和仿制药一致性评价的时代背景下,从完善医保用药准入机制、合理匹配支付方法以及动态调整支付价格三个层面提出完善我国原研药价格管理的启示性建议。Profit balance as the core, Australia integrated brand premium, forced the price, the price linkage, into one off-patent drug pricing administration system. It not only lessened the medical expenses burden of patients, but also promoted the rationaliza- tion of PBS subsidization structure. This paper systematically analysis the system constitution and the successful experience of off-patent drug pricing administration in Australia, combined with its historical background. Under the historical background of deepening reform drug price system and accelerating generic drug quality consistency evaluation in our country, this paper proposes enlightening advices on original drug price administration in our country from three levels, consummate the medicine insurance access mechanism, ra- tional matching of payment methods, and payment dynamic adjustment.
