摘 要:在当今日益严峻的水环境形势下,关于如何正确处理水污染和经济增长之间的关系越来越受到人们的重视。本文选取浙江省各地级市为研究对象,运用静态面板模型来探究浙江省经济增长与水污染的关系,并在此基础上分析当经济发展到一定水平后产业结构和政府规制对水污染产生的影响。实证结果表明:在2008-2014年期间,浙江省各地级市工业废水排放量与经济发展水平符合环境库茨涅茨倒"U"形假说;产业结构变化对工业废水的排放没有显著的影响;政府环境规制能有效降低工业废水的排放。Under the current severe situation of water environment pollution, how to correctly handle the relationship between water pollution and economic growth is being paid on more and more attention of people.This paper adopted the panel data of Zhejiang, using static panel regression model to validate the relation-ship between water pollution and economic growth, and then make a further analysis of government regulation and the change of industrial structure’s impact on industrial waste water emissions. The empirical study shows that, during the year of 2008 and 2014, the relationship between the industrial waste water emissions and eco-nomic growth conform to the Environmental Kuznets Curve; the change of industrial structure play no obvious roles on water pollution; the government regulation play a obvious roles on the industrial water pollution.
