惠农政策背景下县域公共权力价值的异化

摘　　要：县级政府作为惠农资源的直接分配者与惠农政策的直接执行者,其在政策执行中表现出来的权力价值取向对于实现农民公共利益最大化、保障农村社会和谐稳定意义重大。囿于传统权力价值理念的深入影响、权力主体价值目标的偏离、权力运行机制的失范,县级政府在公权力行使过程中偏离了公共走向,价值取向表现出了与原本目标、结果相悖的异化属性,体现在价值追求的利己化、价值理念的官僚化、价值选择的商品化和价值实现途径的滥化四个方面。应通过营造良好用权环境构筑权力内在自律机制、规范县域公权力运行机制确保公共走向、完善激励惩戒制度提高权力异化成本,缩小甚至消除县域公权力价值实然状态与应然状态的差距,实现县域公共权力价值的理性回归。As the direct distributor of preferential agricultural resources and direct implementer of the national preferential agricultural policy, the county-level governments＇ power value orientation manifested in the policy implementation is of great significance to realize the maximization of the farmers＇ public interests and to guarantee rural social harmony and stability. However, due to the deep influence of the traditional power value, the deviation of the target value of power subject and the anomie of power operation mechanism,the county-level governments deviate from the public trend in the process of exercising public power. The value orientation shows alienation attribute which is contrary to the original goal and the expected outcome and it is embodied in four aspects ： the self-interest of value pursuit,the bureaucratization of value concept,the commercial-ization of value selection, and the disorder of value realization paths. It is necessary to construct the internal se lf -discipl ine me chanism o f power by creating favorable power-exercise environment, to standardize the operational me chanism o f county p ub lic power to ensure its public direction, and to perfect the encouragement and punishment system to increase the cost of power dissimilation , to reduce or even eliminate the disparity b e -tween sein and sollen,and to realize the rational regression of county public power value.
