稳步推进我国资本账户空间开放的新路径

摘　　要：我国资本账户完全开放势在必行,除开放模式、资本项目开放次序外,资本账户开放的空间推进也至关重要。文章尝试以"人民币普遍接受性"为主线,设立"上海自由贸易区—国内自由贸易区—大中华经济圈—自贸协定区、货币互换区—‘一带一路’沿线国家和地区—华人聚居地—金砖国家和新兴经济体—全球范围"的资本账户空间开放新路径。而建立与新路径同步的人民币离岸中心、完善对境外人民币的监管、实行开放保护、加强与其他国家的合作是资本账户空间开放新路径实施的策略选择,也是资本账户稳步开放和人民币国际化顺利实现的保障。China＇s capital account is imperative to fully open. In addition to the openness of mode and the openness of capital program, the propulsion of space openness of capital account openness is also crucial. This paper attempts to take ＂RMB＇s universal acceptance＂ as the main thread, proposes to set up a new open path for capital account,n am e ly ,＂Sh an gh ai Fre e Trade Zone-China Fre e Trade Are a -Greater China E -conomic Circle-Free Trade Agreement Area and Currency Swap Areas-＇One Belt and One Road＇ Countries and Regions-Settlements for Over-seas Chinese - the BRIC Countries and Emerging Economies-the Whole World＂ . The establishment of an offshore RMB center synchronized with the new path,the perfecting of the regulation of offshore RMB, the implementation o f protection openne ss and the strengthening o f coopera - tion with other countries are the strategy choices of new paths to implement the openness of capital account space. They are also to guarantee to achieve steady openness of capital account space and smooth realization of RMB＇s internationalization.
