发达国家科技投入政策对山东省的经验借鉴——基于工业化发展阶段的视角

摘　　要：在影响一国科技投入的因素中,工业化发展阶段是其中最关键性的因素。研究从工业化发展阶段的视角,选取工业化第二阶段和工业化后阶段,对比分析了美、英、法、德和日本5个发达国家的科技投入的规模和结构,并在分析山东省目前科技投入状况的基础上,从增加政府科技投入、优化科技投入的结构,创新科技金融工具、激发企业及社会资本科技投入的积极性和不断完善地方政府科技投入政策体系等几方面提出建议。Industrialization development stage is the most critical factor of impacting a country,s investment in science and technol-ogy. From the perspective of industrialization development stage, this paper selects the second stage of industrialization and the later stage of industrialization, compares and analyzes the scale and structure of science and technology investment between five developed countries, the United States, Britain, France, Germany and Japan. Besides, on the basis of analyzing the current situation of science and technology investment in Shandong province, this paper puts forward some suggestions, including increasing government investment in science and technology, optimizing the structure of investment in science and technology, creating new financial instruments, stimu-lating the enthusiasm of enterprises and social capital to invest in science and technology, and constantly improving the local policy sys-tem of government investment in science and technology.
