陕甘宁革命老区红色旅游扶贫机制与实现路径探析

摘　　要：红色旅游扶贫是贯彻落实精准扶贫工作的重要创新举措。陕甘宁革命老区红色旅游资源丰富,政策环境完备,具备依托红色旅游开展扶贫工作的现实基础。通过对陕甘宁革命老区红色旅游扶贫实践的调研,构建革命老区红色旅游扶贫机制,并指出要加强区域旅游基础设施建设,不断提升贫困人口参与红色旅游的能力,促进旅游产品联动发展,加强红色旅游区域合作,从而进一步推进陕甘宁革命老区红色旅游扶贫发展,助力革命老区精准扶贫事业。Red tourism poverty alleviation is an important innovation to implement the work of precision poverty alleviation.The old revolu- tionary areas of Shaanxi, Gansu and Ningxia are riched in red tourism resources, and the policy environment is complete.These areas have the realistic basis for relying on red tourism for poverty alleviation.Through the investigation of poverty alleviation practice of red tourism in the old revolutionary base areas of Shaanxi, Gansu and Ningxia, We believe that the construction of the old revolutionary base areas of red tourism poverty alleviation mechanism through the following aspects：first, The old revolutionary areas should strengthen the construction of regional tourism infrastructure and continuously enhance the ability of poor people to participate in red tourism.Then, the old revolutionary base areas should promote the development of tourism products, strengthen the red tourism regional cooperation.Only in this way can fur- ther promote the revolutionary old areas of Shaanxi, Gansu and Ningxia tourism development and help the old revolutionary base areas poverty alleviation cause.
