香港科技大学内部治理特点对内地新型大学治理的启示

摘　　要：香港科技大学内部治理结构明晰,兼具中西融合之特点:学术自由、自主管理、服务社会、民主管理、师资国际化和精设学院及专业。香港科技大学较为先进、完善的内部治理模式为香港经济的快速发展与繁荣提供了强有力的支撑。在高等教育改革不断深化发展的今天,探寻香港科技大学内部治理特点,对内地新型大学内部治理有一定的启示:平衡行政与学术的关系,保障应有的学术权力;搭建校企合作平台,服务地方经济与社会发展;构建并完善内部治理结构,拓宽民主渠道,加强民主管理;放眼全球,科学考评,不断加强教师队伍建设;准确定位,整合教学资源,打造特色专业。The interior administration structure of Hong Kong University of Science and Technology is quite clear. The structure is characterized by the fusion of Chinese and Western features,including the academic freedom,self-management,community service,democratic management,internationalization of teachers and refine departments and specialty. Hong Kong University of Science and Technology have pretty advanced and sound interior administration structure,providing potent pillar for the rapid development and prosperity of Hong Kong economy. As the reform of higher education is deepened continuously,it has certain significance to explore the characteristics of interior administration structure in Hong Kong University of Science and Technology,which can offer some enlightenment on the interior administration of new universities in mainland of China,such as making a balance between the administrative and academic power to ensure the latter,setting up the platform for university-enterprise cooperation to serve the local economic and social development,constructing and perfecting the interior administration structure so as to broaden the channels for democracy and strengthen the democratic development; from a global perspective and based on scientific assessment,the construction of teaching teams should be kept on strengthening; appropriate orientation should be found and the resources should be integrated to make characteristic specialty.
