摘　　要：近年来南海地区海洋问题日益严峻,极大地影响着地区和谐。中国和东盟作为南海地区两个举足轻重的行为体,应成为构建南海地区和谐海洋秩序的主导力量。中国和东盟经贸相融,观念相似,提供公共产品意愿强烈,并建有多层次安全对话机制,共建南海地区和谐海洋秩序具备现实可行性。中国和东盟需在海上务实合作中增强相互理解与认知,夯实构建南海地区和谐海洋秩序的基础;完善海上合作机制和架构,扩大双方对海洋安全和海洋秩序的共同认知;统筹与东盟及其成员国的海上合作关系,推进双边与多边海上务实合作;加快"南海行为准则"磋商,提供具有约束力和法律效力的规范和准则。In recent years,the problem of maritime in South China Sea region has become increasingly severe,which greatly affects the regional harmony. As two important actors in South China Sea region, China and ASEAN should be domi-nant force to build a harmonious maritime order in the region. China and ASEAN’s trade and economic are integrated, con- cept are similar, desire to provide public goods are strong, and multi-level security dialogue mechanisms have built, which lead to building a harmonious maritime order in the South China Sea become realistic and feasible. China and ASEAN need to strengthen mutual understanding in the pragmatic cooperation at sea, and consolidate the basis of building a harmonious marine order in the South China Sea; improve the maritime cooperation mechanism and structure,and expand the mutual understanding of marine safety and marine order; pay attention to maritime cooperative relations with ASEAN and its mem-bers ,and promote bilateral and multilateral pragmatic cooperation at sea; speed up the “ South China Sea Code of Conduct冶 consultations, provide binding and legal effect of the norms and guidelines.
