摘　　要：煤炭资源安全绿色高效开发是实现中国煤炭产业转型升级的关键路径之一。从政策工具分型和政策机制结合的视角构建了中国煤炭资源安全绿色高效开发政策工具分析框架,通过内容分析、政策工具编码、频数统计、结果分析等步骤,解析了我国煤炭资源安全绿色高效开发相关政策。研究结果表明,中国煤炭产业政策存在显著的政策类型结构失衡、政策工具多元化不足和政策机制单一问题。针对存在的问题,提出了我国煤炭资源安全绿色高效开发政策优化建议。Safe, green and high efficient development of coal resource is one of the key paths for ensuring Chinese coal industry＇s transformation and upgrading. This paper built an analytical framework of safe, green and high efficient coal development policy of China based on the policy tools classification and policy mechanism analysis, and explored the selected policies by the steps of content analysis, encoding the policy tools, frequency statistics and result analysis. The result indicated that there are significant problems of policy structure imbalances, lack of diversification of policy tools and single-mechanism of policy in current coal industry policy system. Aiming at the existing problems, policy optimizing suggestions were put forward for safe, green and high efficient development of Chinese coal industry.
