摘  要:在国家对铁路票价管制逐渐放松的背景下,制定兼顾市场供求关系的票价水平,有利于新线建设吸引前期投资并实现后期有效运营。考虑既有铁路、公路的竞争,同时兼顾旅客广义出行费用,构建京津冀城际铁路票价双层规划模型,以京津冀地区城际铁路网中的京石城际铁路为例进行分析,采用灵敏度算法求解并验证模型的合理性,同时从投融资、营销、运营模式及与市内交通协同方面对京石城际铁路发展提出相关建议。Under the background of gradually relaxing railway fare management, the establishment of the fare level through considering market supply-demand relationship could be beneficial to absorb front-end investment for new lines construction and realize effective operation in the later period. By taking into account both the competitions between existing railway and highway, as well as the passenger's generalized travel cost, the bi-level programming model of Beijing-Tianjin-Hebei inter-city railway is established, and analyses are made by taking Beijing- Shijiazhuang inter-city railway in Beijing-Tianjin-Hebei inter-city railway network as an example. This paper makes solutions and validates the rationality of the model via using sensitivity algorithm, and at the same time, puts forward suggestions on Beijing-Shijiazhuang inter-city railway development from the aspects, including investment and financing, marketing, operation mode and coordination with urban transit.
