习近平总书记大健康理念在浙江中医“治未病”工程中的实践研究

摘　　要：[目的]总结习近平总书记大健康理念在浙江中医"治未病"工程的实践经验,为国家"治未病"健康工程提供参考并树立典范。[方法]研读2003~2007年习近平总书记(时任浙江省委书记)有关大健康理念的讲话,纵向比较浙江省"治未病"工作近年来的进展,横向比较浙江省各地区工作成效,对经典案例进行系统分析并开展群众访谈,系统总结习近平总书记大健康理念在浙江中医"治未病"工程中的实践经验。[结果]自2003年习近平总书记有关大健康理念的讲话以后,浙江省中医药服务体系不断完善,中医药服务能力大幅提升。中医药方面财政投入快速增长,中医药人才获得更好培养,中医药队伍结构得到进一步优化。中医"治未病"工程不断推进,杭州、湖州、嘉兴等地成效显著。[结论]习近平总书记的大健康理念具有可行性、科学性、前瞻性等特性,其在浙江中医"治未病"工程的实践,不但能让群众了解支持"治未病"理念,并为国家"治未病"健康工程的开展提供决策依据,更能将其向全国推广,让全民共享"治未病"工程的成果。[Objective]We summarized the practice of the concept of macroscopic health from General Secretary XI Jinping in the TCM ＂Chinese Preventive Healthcare＂project in Zhejiang to provide the reference and set up the model for national ＂Chinese Preventive Healthcare＂health project. [Methods] A literature review was made on the theories and policies of macroscopic health of XI Jinping, who was the provincial Party secretary in Zhejiang at that time.Compared the progress of Zhejiang＇s ＂Chinese Preventive Healthcare＂in recent years from lengthways and the effects in each region from horizontals.Analyzed the representative examples systematically and conducted an extensive interview. [Results] TCM service system has been continuously perfected and the ability of TCM service has been improved a lot. With the rapid growth of the financial investment for TCM, many TCM talents have been educated,which leads to better structure of work force in TCM. Hangzhou, Huzhou, Jiaxing and other regions have made remarkable achievements as ＂Chinese Preventive Healthcare＂project has constantly developed.[Conclusion]The concept of macroscopic health from General Secretary XI Jinping has its feasibility, scientificity, perspectiveness and so on. The practice of the concept in TCM helps people to deeply understand the ＂Chinese Preventive Healthcare＂and provides basis for policy to support national＂Chinese Preventive Healthcare＂health project. It also can be spread to the whole nation and all the people can benefit from it.
