摘　　要：2016年9月2日,连续执政27年的乌兹别克斯坦铁腕总统卡里莫夫因病突然辞世,引发国际社会对"后卡里莫夫时代"乌国家走向及对外政策的格外关注。既要"继承"首任总统卡里莫夫的外交遗产以维护国家主权、安全及执政的合法性,又要调整卡里莫夫的"自守、自主"外交,以重塑乌"开放"形象,来为国家谋求新的发展机遇和出路。在"变"与"不变"的张力及挑战下,乌新政府继承了卡里莫夫外交"避免与区域外大国过分亲近及不参与政治军事联盟"的基本原则,同时又奉行积极的中亚地区政策,使乌外交呈现出从恪守原有方针转向推行积极有为的外交政策的新动向,促使了中亚国家关系"回暖"及地区一体化进程重启。这对中国在中亚推动"一带一路"建设及上合组织深化发展,都具有深远意义。On September 2, 2016, the strongman president of Uzbekistan Islam Karimov, in office for 27 years, passed away suddenly, which has aroused special concerns among the international community regarding Uzbekistan's future and its foreign policies in 'post-Karimov era'. It is necessary to both 'inherit' the diplomatic legacy of the first president Islam Karimov to safeguard Uzbekistan sovereignty, security, ruling legitimacy and meanwhile readjust Karimov's diplomacy in order to reshape Uzbekistan 'opening-up' image seeking new opportunities for development and finding ways out. Against tension and challenges of 'change' and 'consistency', the new Uzbekistan government inherited basic principles of Karimov's diplomacy, that is, 'avoiding too close relationships with outside powers and being absent from any political military alliances'. Besides, the new government of Uzbekistan also pursues positive policies in Central Asia, enabling its diplomacy to transfer gradually from isolation and conservativeness to assertiveness. As a result, the relationship among Central Asia countries has warmed and accordingly regional integration has been reset, which is of far-reaching significance for China to promote the OBOR Initiative in Central Asia and to deepen the development of the SCO.
