图书馆“内部失窃现象”引发的馆藏文献安全问题探讨

摘　　要：2015年,媒体披露的广州美术学院图书馆前馆长萧元调包窃取百余幅名画的事件,不仅震惊了全国图书馆界,而且引发了笔者对图书馆馆藏安全问题的忧思。在物欲横流、金钱至上、道德滑坡的社会氛围下,如何确保图书馆馆藏、特别是珍贵藏品的安全,已经成为所有图书馆的头等大事和当务之急。为了杜绝萧元盗画之类的事件再次发生,笔者认为,从现在起,有必要尽快建立馆藏安全馆长负责制、藏品的定期盘库制度和不定期抽查制度、珍贵藏品的档案化管理,以及与之配套的问责机制和考核奖惩机制等。In 2015, the press disclosed that the former Director Xiao Yuan of Guangzhou Academy of Fine Arts Libraiy substituted and stole hundreds of great paintings, which not only shocked the whole national libraiy circle but also caused the author＇s concern about the safety problem of libraries＇ collections. In this materialistic society, money is above everything else and moral declines. How to ensure the safety of public libraries＇ collections , especially those precious collections, has become the urgent priorities for all libraries. In order to prevent the similar things like Xiao Yuan5 s stealing from happening again, the author holds the opinion that it is necessary to establish a system in which the director works as the first person being responsible for his or her library＇s collections, and some effective measures should be taken like regular stocktaking, non - scheduled examination of collections and archival management of precious collections. Besides, some matching systems like accountability mechanism and rules of evaluation, rewards and penalties should be established.
